New Text Hints at Kyoto Compromise

UN climate talks have produced a new text that hints at a compromise over an impasse on emissions targets between rich and poor nations, which could unlock a modest deal on climate funds.
It says in a note from the Mexican hosts of the 192-nation talks, that the text reflects the current status of the negotiations.
The draft refers to a second commitment period of the Kyoto Protocol, and its extension beyond its first 2008 to 2012 round, which has been a central roadblock in the two-week talks.
The note also says that it agrees to ensure that there is no gap between the first and second commitment periods.
At the negotiations, developing nations say that rich nations, which have emitted most greenhouse gases by burning fossil fuels since the Industrial Revolution, must extend the Kyoto protocol before the poor sign up for curbs that would damage their drive to end poverty.
