Seven workers were killed and another seven injured when a cement plant warehouse collapsed in southwest China's Chongqing Municipality, and operators are to blame, local authorities said on Tuesday.

Rescuers said all the 14 workers underneath debris had been found as of 6:00 PM on Tuesday at the factory in Tongliang County.

A scaffold collapsed at 9:50 PM on Monday when workers were building a warehouse in Jinjiang Cement Co. Ltd. in Tongliang County , burying 14 of the 24 workers at the site. The remaining 10 workers escaped.

Initial investigations show the scaffold was wrongly built which led to the collapse, said Tang Chuan, head of the Tongliang County government.

The injured are being treated at local hospitals. Their injuries are not life-threatening, Tang said.

Jinjiang Cement Co. Ltd. is a private business capable of producing three million tonnes of cement annually.
