NPC to Deliberate Law on Farmers' Land Rights

China's top legislature will discuss a draft law that outlines the land rights of the nation's farmers at the ninth session of the Standing Committee of the 11th National People's Congress (NPC), which begins on Monday.

Besides the draft law on the arbitration of rural land contract disputes, the session will also consider:

-- the revision to the Law on Guarding State Secrets, which aims for more public access to state information;

-- the revision to the Law on Statistics, which is intended to prevent the falsification of official data;

-- and amendments to the Law on State Compensation that will further clarify the scope of compensation for victims of miscarriages of justice and those who suffer in public health issues and other emergencies.

On the agenda for the first time are legislation on diplomatic agents, which aims to standardize the regulation of Chinese diplomats abroad, and island protection, which aims to prevent environmental damage to China's islands.

Lawmakers are also expected to review and approve the central government's final accounts for 2008 and an audit report on the implementation of the 2008 central budget and other accounts.

Also, a report on reconstruction from the May 12, 2008, earthquake and a report on top legislator Wu Bangguo's visits to Russia, Austria and Italy will be reviewed.
