Seven major objectives and tasks for the 12th Five-Year Plan (2011-2015) period:
Propel economic development to a new level. The target annual economic increase is set at 7 percent over the next five years. The overall level of prices will be kept basically stable and domestic demand further expanded.
Accelerate changes to the pattern of economic development and restructuring. The manufacturing industry will be upgraded and the service industry's value-added contribution to GDP will be raised by 4 percentage points. The urbanization level will be increased from the current 47.5 percent to 51.5 percent.
Work hard to develop social projects, such as increasing investment in education, R&D, cultural, sports and health sectors.
Effectively conserve resources, protect the environment and actively respond to climate change. The proportion of non-fossil fuels in primary energy consumption should reach 11.4 percent; energy consumption and CO2 emissions per unit of GDP should be reduced by 16 percent and 17 percent; the release of major pollutants should be reduced by 8 percent to 10 percent. Water conservation facilities will be greatly improved and the efficiency of water usage will be enhanced.
Comprehensively improve the people's well-being. An extra 45 million urban jobs will be created over the next five years. A more reasonable income distribution pattern will be developed, and the per capita disposable income of urban and rural residents will be raised by an annual average of more than 7 percent. Participation in basic social insurance schemes will be greatly expanded, and affordable housing will be made available to about 20 percent of the country's urban households.
Deepen reform and opening up. Vigorously press ahead with economic restructuring, actively yet prudently advance political restructuring, accelerate reform of the cultural and social management systems, expand socialist democracy and improve the socialist legal system. Reform of the fiscal, taxation and financial systems will be accelerated, and reform of the prices for resource products and of environmental protection charges will be deepened.
Strengthen the government's internal reforms. Organize as many people as possible to manage state and social affairs and carry out administration under the law. Institutional changes should be made to end the excessive concentration of power and lack of checks on power, and people's democratic and legitimate rights should be safeguarded.
Major targets for 2011
The GDP will grow by about 8 percent.
Consumer price index will be within 4 percent.
More than 9 million jobs will be created.
Unemployment rate will be kept below 4.6 percent.
The deficit is set at 900 billion yuan, 150 billion yuan less than last year. It will decrease to about 2 percent of GDP. The deficit consists of a central government deficit of 700 billion yuan and 200 billion yuan in local government bonds.
A prudent monetary policy will be conducted and the target increase of broad money supply (M2) is set at 16 percent.
Budgets for overseas travel, the purchase and operating of vehicles and entertainment will not increase.
