Rwanda's Auditor General faults public entities on 9 mln USD expenditure

KIGALI, April 30 (Xinhua) -- At least 7.9 billion Rwandan francs (about 9.1 million U.S. dollars) expenditure was incurred unnecessarily, contrary to the law or on fraudulent activities by different Rwanda public entities, said a report of the Auditor General for the fiscal year from July 1, 2016 to June 30, 2017.
Public institutions of Rwanda incurred wasteful expenditure of 2.3 billion Rwandan francs (about 2.6 million U.S. dollars) mainly to settle court fines and claims for damages and to pay penalties, interest and fines, said the report released on Monday by the Auditor General Obadiah Biraro before a joint session of both chambers of Parliament in Kigali, capital city of Rwanda.
At least 5.3 billion Rwandan francs (about 6.1 million U.S. dollars) in expenditure was either unsupported or partially supported, compared to 14.3 billion Rwandan francs (about 16.5 million U.S. dollars) in the previous annual report, it said.
This unsupported expenditure was incurred mainly by Water and Sanitation Corporation, Rwanda Energy Group, Workforce Development Authority, some districts and districts hospitals among others, according to the report.
The unauthorized expenditure of 244.5 million Rwandan francs (about 0.29 million U.S. dollars) was mainly incurred by Workforce Development Authority, Rwanda Revenue Authority and Rwanda Energy Group among others, according to the report.
These are mainly salary increments not approved by competent authorities, allowances paid without approval and salaries paid to employees who were not in service, the report said.
Constitution of Rwanda requires the report submitted to Parliament by the Auditor General to indicate the manner in which the budget was utilized and highlights cases of unnecessary expenditure or wasteful expenditure, expenses which were contrary to the law and cases of misappropriation. Enditem
