State capture probe gets greenlight in S. Africa

CAPE TOWN, Jan. 25 (Xinhua) -- The long-awaited inquiry into alleged "state capture" in South Africa got the greenlight to go ahead on Thursday.

This followed the publication of the terms of reference for the probe into allegations of corruption and fraud.

According to a notice in the Government Gazette, the terms of reference are guided by former Public Protector Thuli Madonsela's report on state capture, the constitution, relevant laws and policies, as well as the North Gauteng High Court order on the matter.

Since the announcement made by President Jacob Zuma on January 9 on the appointment of the Judicial Commission of Inquiry into state capture, a legal team started drafting the terms of reference that were signed by Zuma on January 23, the Department of Justice and Constitutional Development (DJCD) said.

Thursday's publication of the terms of reference will be followed by the release of the regulations that give the commission the legal competence to conduct the investigation, said the department.

The commission is to probe the allegations of state capture lodged against Zuma, senior officials and the controversial Indian Gupta family in relation to their collaboration in looting the state coffers.

Parliament's Portfolio Committee on Justice and Correctional Services on Thursday welcomed the release of the terms of reference.

Committee Chairperson Mathole Motshekga said he was pleased that the terms of reference are in line with the remedial action recommended by Madonsela.

The committee is now looking forward to the commission starting its work speedily, Motshekga said. Enditem
