Amended regulation-making procedure stresses CPC leadership

BEIJING, Jan. 16 (Xinhua) -- China's State Council has issued two documents on amending procedural rules for governmental agencies to make regulations and by-laws, respectively.

The amendments require that the leadership of the Communist Party of China (CPC) should be observed during the procedures throughout, so that the implementation of the Party's guideline, polices and decisions is ensured.

According to the amendments, the making of the administrative regulations regarding political issues should be reported to the CPC Central Committee.

The amendments also stressed that relevant procedures should be carried out in a sound, democratic and law-based manner.

A system to allow the public to give opinions on the drafts of the regulations and by-laws must be established. Enditem
